To The Officer-in-Charge, MEA – NRI Cell, Embassy of India - Muscat.
Respected Sir/Madam, I am writing this letter to request your urgent intervention and protection for my sister (R.Shehnaaz Begum) , an Indian citizen currently residing in Muscat, Oman, who is facing ongoing domestic violence - emotionally, verbally, physically and mentally by her husband. Background: My sister is married and living in Muscat with her husband from 2018 and she has two children (Daughter-5 years, Son-1year). For years, she has been subjected to consistent emotional trauma, verbal abuse, isolation, and threats, leaving her psychologically vulnerable. Recently, she managed to send us an email (attached) describing her painful and helpless situation. Despite his severe monitoring, she managed to record couple of audio clips (attached) that captures his aggression and impatience over her cooking. This behavior is common for him (we have several old recordings), and he often displays it in front of their children and his parents. His behavior fits a pattern of narcissistic abuse; he refuses to take responsibility for his actions, blames her for every shortcoming, and constantly criticizes her parenting, appearance, and treats her like a slave. He frequently uses phrases that provoke her emotionally to feel herself worthless, for example statements like “jakko Marko tholanju, daathry, byle raand etc” during arguments. (Refer to my sister’s email attached) Despite her suffering, he refuses to send her to India even for a small break, claiming it is his family matter and that no one should interfere. He now suggests local counseling, which we believe is just a way to manipulate and isolate her further, as this same tactic was used few years ago, with no change in behavior. Our family attempted to mediate, but both he and his mother blamed my sister, justifying his abusive behavior by criticizing her capabilities. We are extremely concerned about her safety and emotional stability, as she is emotionally soft and easily manipulated. Timeline of Past Incidents: - Mid-2021: Her husband’s abusive behavior escalated. Our father passed away due to COVID-19 during this time. We reached Indian Embassy for support (email attached) but he convinced authorities and stopped her travel. Despite the circumstances, he delayed and resisted her travel to India. - Late 2021: After persistent effort from our family, he permitted her to visit India, but only temporarily. He verbally promised to change and to take part in anger management and marriage counseling. But it never happened through professionals. - Early 2022: She returned to Muscat with hopes of improvement. Especially after the birth of their second child in 2023, the abuse soon resumed with more intensity. - 2023–Present: Emotional and verbal harassment has continued. We have tried advising him couple of times during these years, but he never agrees on his mistakes and blames on her short comings only. Most recently, we received audio recordings as proof. After we interfered and questioned him, he has once again proposed “local counseling,” which we recognize it as his manipulative delay tactic same as he did it before.
Critical Concern – Child Manipulation: The most distressing is that they(he and his mother) have manipulated their elder daughter, who is just 5 years old, turning her emotionally against her mother. Her daughter has now started confronting her, which is deeply distressing and adds a severe emotional burden on my sister making it harder for her to make independent decisions to escape this abusive environment. At the same time, she does not want her kids to be grown up in such a toxic environment.
Request for Action: We fear that her husband may again convince local authorities or misrepresent the facts, as he did before. As my sister is traumatized and distressed, we believe our presence will give her confidence and moral support to her. Hence, we (mother, cousin, and I) are prepared to fly to Muscat soon to escort her and her kids safely to India.
Please note, he has withheld my sister and their kids passports with him.
Therefore, we sincerely request: - The respective authorities to intervene and assist my sister and her kids to have a safe travel to India as early as possible. - Given her husband’s dominating and narcissistic behavior and my sister is emotionally soft and submissive nature, we also firmly request not to encourage local counseling as he proposes. We would like to consider the professional counselling once she comes to India, where she can freely choose how to proceed with professional help in a safer environment with relaxed mindset.
Please consider this email as formal complaint and let us know if any further clarifications required.

This is to inform that the Embassy has spoken with Mr. Naseer from the company regarding the repatriation of Mr. Buhari Naina Thamby. Mr. Naseer conveyed that the company has no objection to sending him back to India.
However, he explained that the company is currently engaged in an ongoing project with a Ministry, under which a specific number of workers are contractually required to be present on site. Therefore, the company needs to arrange a suitable replacement before Mr. Buhari can be released.
The company has already communicated to Mr. Buhari that he will need to wait for approximately one month while the replacement is being arranged. |

Dear Vinisha,
I am writing to provide clarification regarding our former employee, Mr. Karthikeyan A, who was employed with us as a Surveyor from 30-April-2017 until 06-July-2023.
Mr. Karthikeyan proceeded on annual leave for 19 day however, without our prior consent or proper communication, he extended his leave for personal reasons.
Despite multiple follow-ups and continuous communication from our end requesting his return, he kept extending his stay and did not resume duty.
As per Oman labour law, if an employee remains outside the country for more than 180 days, the visa gets automatically cancelled.
We had paid him his full annual leave salary during this vacation. Additionally, please note that he has signed a declaration stating that all dues and liabilities have been fully settled, which is attached for your reference.
Approximately three weeks ago, Mr. Karthikeyan requested an experience certificate. Initially, we decided not to issue the certificate due to the manner in which he left the company without proper notification.
However, based on a request from his HOD (Survey Department), we are considering issuing the certificate. Due to Eid holidays and other internal priorities, the issuance has been delayed.
Given the circumstances of his departure and violation of company policy, we are still reviewing this case internally. You will find attached all relevant emails and documents for your review.
Please let us know if any further clarification is required.

Dear Sir/Madam,
Here I really thank you very much for immediate response and helping me. Here I am waiting More then 2 years without any supporting from any one.
With reference to Ritaj Engineering’s response, I wish to submit the following facts for your kind consideration:
Before leaving Oman, I clearly informed HR verbally that I needed to extend my leave due to my mother’s major surgery and my brother’s serious health condition.
After six months, I attempted to return to Oman, but the company refused and blocked my visa without following proper procedure.
All my assigned work was completed, and I did a proper handover before leaving. I had discussions with HR and my department, and I did not have any pending obligations.
When I was ready to come back, even to the same company, they refused. Later, I received a job offer from another company in Oman with a better salary of 850 OMR, but Ritaj Engineering again refused to release my visa, which blocked my career and livelihood.
Between August 2023 and May 2025, I remained jobless and without income due to these actions. I have suffered serious financial hardship and mental stress.
The company forced me to sign a No Liability Letter without giving my final settlement. When I added a note stating “amount not received,” they asked me to remove it and just sign — otherwise, they said they would hold my visa for 2 more years.
Their recent mail confirms they blocked my settlement and withheld my experience certificate. This reflects a clear violation of employee rights.
I sincerely served the company for over 6 years, always respecting company policies and fully complying with both Indian and Omani laws. I have never violated any rule. During and after my leave, I made multiple genuine efforts to explain my situation and even expressed my apologies to HR and management. However, despite my repeated attempts, including my latest request, they have continuously denied my appeals and refused to consider my circumstances.
I ask respectfully — if a person has a family emergency, does that mean they must lose their benefits, experience certificate, and career opportunities? Why the company ignoring my loyalty, honesty, and genuine reasons?
I kindly request compensation for the unemployed period (Aug 2023 to May 2025) and the release of my experience certificate and final settlement based on my last salary.
I sincerely request the Embassy to support me in getting my rightful dues and help restore my professional dignity.
Sincerely,
A. Karthikeyan

Subject: Urgent Complaint Regarding Non-Payment of Salary and Inhuman Working Conditions
Dear Sir/Madam, Labour and Community Welfare Wing, Oman
I am Sreenath Sukumaran, holding Passport No: T0573385 and ID Number: 122296609 I came to Oman to work with Dhabab Resort, located in Dhabab, as per the offer letter I received. I joined the company in the month of March- 16 expecting to start work as per the agreed terms.
Unfortunately, the resort has not yet opened, and despite our readiness to commence pre-opening activities, the owner, Mr. Said, is not willing to start the operations. Since my arrival, I have not received any salary or any form of allowance.
What is most concerning is that Mr. Said is not even providing the basic necessities required for survival. There is no drinking water, no electricity, no food, and no financial support. I have been living in extremely difficult conditions, still trying to continue with the hope that things would improve, but it has only become worse. My colleagues are also facing the same challenges.
Currently, there is no electricity in the accommodation, and when I informed the management, no one took responsibility. Additionally, a few days ago, I suffered a severe burn on my hand, and no one provided medical assistance or any support. I have been struggling with this injury on my own without any help from the employer.
Until last week, my manager, Ms. Meera was supporting me by providing electricity and water. However, due to similar issues of non-payment of salary and lack of basic support, she was forced to resign from her position.
Given the harsh and inhuman conditions, I am requesting the following:
Immediate payment of my pending salary
Full settlement of my dues
Return air ticket to my home country
NOC (No Objection Certificate)
Immediate release of my passport
I sincerely request your kind intervention and urgent support to help me resolve this matter. I am in a desperate situation and humbly seek your consideration at the earliest.

"The 18 Indian workers (including Shri Abhijith) came to Oman in second week of February, 2025 on work visa valid for two years to work in M/s Naseem Al-Salam International Co. , Duqum, Oman. On receipt of their grievance on April 11, 2025, Embassy established contact with the worker (Shri Abhijit Phone No. 79375334) and also spoke to the agent and the sponsor. The sponsor informed that these workers were recruited as welder, however, only few workers could pass the welding test and others failed. The sponsor offered them different jobs for a limited time and agreed to provide them welding training for that duration. However, the workers refused to work and want to go back to India. On April 18, 2025, they reached Muscat. The Embassy immediately coordinated with the manager/agent and ensured boarding and lodging for the workers in Muscat. On April 20, 2025 the matter was taken up with Ministry of Labour (MOL), Muscat. The MOL official spoke to sponsor and called him to visit MOL office and demanded recruitment expenses of OMR 500/- each before giving NOC for repatriation. The Embassy representative was also present. 9 workers from Andhra Pradesh of this group have traveled to India on 05/05/2025. The Embassy is in regular contact with the workers and ensure their well-being." |

Dear Madam Shyni Manoj, Community Welfare Wing Embassy of India, Muscat
Greetings.
First of all, I would like to sincerely thank you for your immediate attention and the swift action taken regarding my situation. I truly appreciate your valuable support.
However, I would like to bring to your kind attention that after I informed the company that I had raised a complaint with the concerned authorities, they have now started indirectly threatening me. One of their staff members working at the resort construction site, Mr. Gopa Kumar, has conveyed that I must vacate the accommodation immediately by tomorrow as the company will not pay the rent further. They are forcing me to accept 200 OMR and leave.
Madam, I cannot accept this offer. I have already lost almost one year waiting for this job opportunity. Now, I have been working here for the past four months without receiving any salary, food, water, or any other allowance. I have been borrowing from others just to survive here. I am in financial distress and I need to repay the people who supported me.
Additionally, my mobile bill is pending for four months. Due to the lack of internet in the accommodation, I have barely been able to contact my family. For many weeks, the company did not even allow me to make a call home. Finally, I explained my situation to Mr. Mohammed Shoip, a person from the company, and managed to get a postpaid SIM to stay connected. However, without a salary, I am unable to pay for it.
Madam, I cannot return to India without receiving my pending dues. I have already waited for nearly six months for my visa processing and now suffered another four months without proper support. My family is under serious financial strain because of this situation.
Kindly find the attachment as proof that I have tried to contact the sponsor and the company several times, but unfortunately, I did not receive any proper response.
I kindly request your support to help me get my pending salary and dues before arranging my repatriation.

Email concerning Mr. Salla Manoj. The Embassy has established contact with the sponsor, Mr. Hamood, who informed us that Mr. Salla arrived in Oman on March 16th, 2025, just two months ago. Currently, Mr. Salla is requesting permission to travel. However, the company holds a contract with the Municipality of Oman, and if Mr. Salla travels now, the contract will be terminated. Therefore, the sponsor has requested a one-month period to secure a suitable replacement for Mr. Salla. The Embassy communicated this to Mr. Salla, who has agreed to wait for one month until his replacement is found by the sponsor. |

Dear Sir/Madam,
We are laborers from Tamil Nadu, India. For many years, we worked at the Oman National Factory For Printing And Packing, located at XX9P+HQ9, Raysut, Salalah, Oman (+968-2-3219205). Initially, our salaries were paid regularly every month. However, after the factory was sold in 2023, our lives changed drastically. We started facing many problems due to unpaid salaries. Since then, our salaries have been delayed or paid only partially after several months. This has caused severe financial hardship. Our residence permits have not been renewed, leaving us without legal protection and vulnerable. In addition to delayed salaries, the working environment and living conditions are very poor. Sometimes we work more than 16 hours a day. The accommodations are overcrowded, unsafe, and lack basic facilities. Food is rarely provided, and we have to bring our own meals, which affects our health and productivity. Moreover, some workers have suffered verbal abuse and even physical harassment from supervisors and management, which has harmed our morale and mental well-being. The manager, Mr. Sukumar, who is from Tamil Nadu, refused to pay us but took benefits for himself. Although the previous manager, Mr. John Jeevarthan, helped us somewhat, after he left, no one has supported us. Because of unpaid salaries and these harsh conditions, our families are under great stress. We kindly request your help in giving us an opportunity to share our story in your publication to raise awareness and prevent others from suffering similar problems. We also ask for assistance in holding managers like Mr. Sukumar accountable for the wrongs committed against staff.
Thank you very much for your time and support.
Sincerely, Rajkumar
2. Reference to the above .mail , to raise awareness among migrant workers, The Embassy has published detailed information about the Pre-Departure Orientation and Training (PDOT) programme on its official website (https://www.indemb-oman.gov.in/alert_detail.php?alertid=145) with the aim of empowering Indian migrant workers through awareness and preparedness. This initiative is intended to ensure that workers are well-informed before they leave India for employment abroad.
By accessing PDOT information, migrant workers can:
Understand their legal rights and responsibilities,
Become familiar with contract terms and visa procedures,
Learn about the Local cultural norms, labor laws, and customs of the destination country,
Avoid falling victim to illegal recruitment agents and fraudulent practices,
Know where to seek help through Indian Missions, helplines, and grievance portals.
This proactive approach enhances the safety, dignity, and well-being of Indian workers overseas and promotes safe, legal, and informed migration.
3. With reference to your complaint, the Embassy has observed that your matter requires resolution through legal channels and may need to be registered with the Ministry of Labour. Therefore, for legal assistance (if required), please find below the contact details of the Embassy's empanelled lawyer.
