Interim response from Embassy to the applicant:

Response for Query No. 4- On 29.05.2025, the Embassy has issued No Objection Certificate (NOC) for airlifting the mortal remains of the late Mr. Surendra Pratap Singh, Passport No: X6723545 who passed away on28.05.2025. The Death Certificate has been issued to family and Standard Operating Procedure (SOP) letter to employer for purpose of final settlement. All the above-mentioned documents were shared via WhatsApp with Mr. Suresh for necessary action.

The Embassy informed the applicant via mail as its a property related matter back in India, it was requested to pursue their matter through legal channel. In addition, Embassy panel lawyer contact details were provided for assistance.
 
Tried to contact employer but there was no response. Hence, we have sent an email to Mr. Bharat Barku Gopale advicing to register his grievance with Ministry of Labour. 
The Embassy contacted Mr. Sahil, the foreman of the company M/s. Bello Flower, who informed that Mr. Sabuuddin Ansari has been working with the company for the past four years as a cleaner. Mr. Ansari had been suffering from high blood pressure, and on 27/05/2025, he suffered a brain stroke due to elevated BP levels. The company immediately took him to Haima Hospital, from where he was later shifted to Nizwa Hospital. He is currently admitted in the ICU.

The Embassy also established contact with Mr. Ansari’s brother, Mr. Ahmad Raza Ansari (+91 7485862673), who arrived in Oman on 29/05/2025. He informed that Mr. Sabuuddin’s passport is in his possession. However, due to lack of time, he has not yet been able to apply for renewal. Mr. Ahmad stated that he will visit the BLS/Embassy soon for the renewal of the passport.
 
Query Id No:10. On 29.05.2025, the Embassy has issued No Objection Certificate (NOC) for airlifting the mortal remains of the late Mr. Muthusamy Kullunthan, Passport No: I0305690 who passed away on 26.05.2025. The Death Certificate has been issued to family and Standard Operating Procedure (SOP) letter to employer for purpose of final settlement. All the above-mentioned documents were shared via WhatsApp with Mr. Suresh for necessary action. 
Query ID No: 11: On 29.05.2025, the Embassy has issued No Objection Certificate (NOC) for airlifting the mortal remains of the late Mr. Abdul Manaf, Passport No: R6162514 who passed away on 03.04.2025. The Death Certificate has been issued to family and Standard Operating Procedure (SOP) letter to employer for purpose of final settlement. All the above-mentioned documents issued to Mr. Ibrahim (99829570) for necessary action. 
Test No 2 
On 30.05.2025, the Embassy has issued No Objection Certificate (NOC) for airlifting the mortal remains of the late Ms. Seby Varghese, Passport No: R2386140 who passed away on 29.05.2025. The Death Certificate has been issued to family and Standard Operating Procedure (SOP) letter to employer for purpose of final settlement. All the above-mentioned documents issued to Mr. Niyas (9816 0494) for necessary action. 
On 31.05.2025, the Embassy has issued No Objection Certificate (NOC) for airlifting the mortal remains of the late Mr. Karuppamveetil Muhamed Haneefa, Passport No: W1415811 who passed away on 30.05.2025. The Death Certificate has been issued to family and Standard Operating Procedure (SOP) letter to employer for purpose of final settlement. All the above-mentioned documents issued to Mr. Sanathanan (9949 2790) for necessary action. 
The embassy established contact with Mr. Rajesh and he informed that his sponsor Mr. Khalifa would provide an undertaking to the rental firm on the non payment of dues. And Mr. Rajesh informed it is expected by the coming week all dues would be cleared by his sponsor.The Embassy is following up the matter and will revert at the earliest. 
The Embassy mailed applicant requesting to provide his employer contact details for assistance. In further, the Embassy informed the applicant he may contact us on Embassy toll free helpline number or approach Embassy during our working hours from 7am to 3.30pm for further assistance on his requirement.  
The Embassy had established contact with ex employer of Shri Govindaraj and they had informed the matter will be taken up with the management for pursual of the matter. Hence, the same was intimated to Shri Govindaraj via email and in addition Embassy panel lawyers details were provided for legal assistance. 
I have cross checked the details of Mr. Babu Kumaran with the jail list where we have collected the details of the inmates in the previous visits, as per the list of March, it had been informed by Mr. Babu Kumaran that he only has one month of sentence which does not fall in par with the details shared the Mr. Preejish. Thus a mail had been shared back to him requesting further details and a self contained note with all the details he have of the stated case so as to provide further assistance. 
The Embassy established contact with Mr. Shiv Prakash (Manager, Contact No. 99657016), who informed that the company is providing necessary medical facilities and that salaries are being paid on time.
He further stated that Mr. Prakesh Rawat was previously detained by the police for attempting to cross the U.A.E. border illegally. Mr. Shiv Prakash added that if Mr. Rawat has any grievances, he is free to approach the Ministry of Labour and register a formal complaint.
Mr. Rawat subsequently requested assistance in registering a case with the Ministry of Labour, as he was unable to access the Ministry Portal. The Embassy has registered the case on his behalf under reference number REF2506010018.
Additionally, a list of Embassy-empanelled lawyers has been provided to Mr. Rawat for further legal assistance.
 
The matter will be taken up with the concerned local authority to know the case details and the status. 
Since there were no available contact details for the organization (Hotel Muscat Holiday, a hotel under the Sur International Group) or the insurance company, an email has already been sent requesting the employer details of M/s Hotel Muscat Holiday, along with the contact number of the manager handling the Group Life Insurance Policy. This information is essential to proceed with the necessary follow-up and assistance. 
The Embassy established contact with the company and the company has agreed to pay the full & final settlement in the month of August. The Embassy has conveyed this message to the applicant and for further assistance provided the list of empaneled law firms through Email.  
A response has been files in the portal seeking for more information like passport copy and employers contact number for taking up the matter with concerned local authorities or with employer for finding current status or his whereabouts.  
As there were no contact details for the sponsor or relevant personnel, and no complaint information was provided, an email has been sent to Mr. Naif Jamal requesting the necessary details — including the nature of the complaint, his local Oman contact number, company information, and a copy of his passport or resident card — so that we can proceed with the appropriate assistance. 
The Embassy established contact with Mr. Vinesh, Manager of M/s. Precision Auto Tune Engineering, Al Khuwair. He informed that Mr. Narinder Singh was previously working at their Al Khuwair branch and was later transferred to their Ibri branch. Mr. Vinesh has also provided Mr. Narinder Singh’s contact details.

The Embassy subsequently contacted Mr. Narinder Singh via WhatsApp. He confirmed that he had cancelled his visa and travelled to India on 9th May 2026.

Accordingly, an email has been sent to Mr. Sonu Sharma advising him to pursue any further action in India, as Mr. Narinder Singh is no longer in Oman.

The Embassy lodged the complaint to MOL on applicant request, the reference no is REF2506020003. Advised the applicant to attend hearing and revert.

The Embassy established contact with the employer of Mr. Sabi Akhtar and he informed Mr.Sabi wants to go to India on emergency leave as his wife is sick. Hence, a medical certificate needs to be submitted to the company for leave approval.
Embassy informed Mr. Sabi Akhtar to provide medical report of his wife for emergency leave.  
The Embassy contacted Mr. Mohammed, who informed that he arrived in Oman two months ago and is currently employed with Al Adrah Engineering, Ibri. He stated that he is suffering with health issues and wishes to return to India.

He was advised to submit a formal resignation in accordance with the Labour Law to the company. The Embassy also provided him with the contact details of Mr. Kumar (Social Worker) for assistance in this regard.

Additionally, the Embassy attempted to contact the sponsor, Mr. Azan, on the provided number (97789272), but there was no response. A WhatsApp message was also sent and a reply is awaited. 
The sponsor, Mr. Azan, contacted the Embassy, after being informed about Mr. Mohammed’s request to return to India due to health issues. Upon hearing, the sponsor demanded OMR 300 as for visa-related expenses.

The Embassy clarified that, as per Omani Labour Law, a worker has the right to return to their home country during the probation period without bearing such costs.

The sponsor advised the worker to register a complaint at the Ministry of Labour, Ibri, if he wishes to proceed further. 
She found to be absconder when checked with Ministry of Labour. Register her details on Grace period on going Amnesty REF NO is 202506020037. Awaiting for the approval.She would be repatriated shortly.

As per instructions in general guidelines, printout of duly filled online application form available at https://embassy.passportindia.gov.in/, should be submitted at BLS. All particulars in the application should tally with those in the current passport. Passport will be retained during the period of the service

Change of address:

In order to change the address any document evidence with changed address like original Election Commission ID card, water, electricity or telephone bill in applicant's name, nationalized bank passbook with 6 months bank statement (with permanent address mentioned in the passbook attested and signed by bank official along with applicant photograph) and Aadhaar card issued by UIDAI, Government of India is accepted. For minors, parent's passport copy will suffice to change address. All documents should be in original for verification and copy should be attached along with the application.

Embassy has already taken up the matter with Mr. Mukesh Gurjar, M/s Al Tasnim Enterprises LLC via email (mukesh.gurjar@altasnim.com) dated 02.06.2025 with regard to settlement of insurance claim in respect of Late Mr. Jai Singh Chauhan and requesting to look into the matter and forward the details to the Embassy at the earliest. 
The Power of Attorney and Legal Heir certificate received in respect of Late Mr. Amin Liyas Sumbhaniya (Mus/436/471/2024) who died on 26.12.2024 due to road accident, it is noted that the above said documents require Apostille attestation. Advised Mr. Hamid Osman Mokha, friend of the deceased to get the same and resubmit in the Embassy. In addition, advised to him to contact BLS office for Apostille attestation or it may be done from India.

The Embassy established contact with the applicant through whatsApp and he informed he is in possession of his original passport. Hence, the applicant was advised to book his ticket and travel to India immediately.  
The Embassy has established contact with Mr. Shabuddin, who informed that his brother, Mr. Istetheruddin Khan, is currently detained at Sur Police Station on charges related to a drug case.

The Embassy is in the process of taking up the matter with the concerned local authorities to ascertain the details of his arrest. In the meantime, a list of the Embassy's empanelled lawyers has been forwarded to Mr. Shabuddin to facilitate legal assistance for his brother. 
He has already filed a case with the Ministry of Labour in Sohar (REF2506010075) on 01/06/2025. The next hearing is scheduled for 11/06/2025. 
Mr. Saroj was on a visit visa and had his passport with him, so we advised him to book a ticket and return to India under the Amnesty program. Therefore, the matter can be considered CLOSED.

The Embassy mailed the applicant and provided with Embassy panel lawyer contact details for legal assistance as there is case been pursued at the court against the applicant. 
As per the provided detail, the following mail had been shared to Mr. Shelja:

The Embassy spoke with Mr. Harish Amin through the provided contact number +968-98084460.

2. As per the conversation it is understood that the company is already pursuing with the compensation realization from the Insurance Company. They have already handed over the details and documents you have shared in reference of your late husband Mr. Sajeev Kannan.
3. It is also understood that since the Insurance has been taken from the company side and the death happened while he was in India, there are queries from the Insurance Company which they are liable to and is responded by them when raised.
4. In addition, Mr. Harish have stated that all the dues in regards with the final settlement has already been settled by the company and only this Insurance amount is pending due the delay in receiving the settlement from the insurance company.
4. Mr. Harish have assured that the company would disperse the amount to your account as soon as it is being dispatched by the Insurance Company.
 
Visa status has been check with Ministry of Labour and it is confirmed that she is on employment visa however, contact number of the sponsor is not available with MOL. We have to check with the Immigration department for the sponsor's contact details. We also tried to contact Oman agent on the number provided in the query but, there is no response. In the meantime a message has been sent to Ms. Bavvamma on her WhatsApp number, however response is awaited.

The Embassy mailed the applicant to provide his employer contact details for assistance.In addition, Embassy toll free helpline number was provided and also informed to approach Embassy during working hours from Sunday to Thursday from 7am to 3.30pm if required for assistance. 
The Embassy established contact with the sponsor and he informed as the employment contract still exisit if Mr. Mandeep singh needs to be repatriated to India. He needs to either provide some medical certificate of his mother which will be forwarded to the management for leave approval or a staff of the company needs to be a guarantee or work for 2 months more and after completion of the project he will be send back to India. The same has been updated to the applicant. 
We tried establishing contact with the sponsor however,sponsor did not respond. We have to take up the matter with Ministry of Labour for checking absconding complaint accordingly the matter will be taken up for resolving the matter.  
Email Sent : The Embassy would like to inform you that the Embassy has contacted Mr. Pradeep, the Manager of M/s. Naseem Al Salam. He has informed us that the sponsor of the company has gone to perform Hajj.

Mr. Pradeep mentioned that he will send a message regarding Mr. Abhijith's current condition and will revert to the Embassy at the earliest possible convenience. The outcome of the status of the case will be shared with you in due course. 
Email has been sent to Mr. Mohammad Mahtab on 2.6.2025.
Reference to his trailing mail and our recent telephonic conversation regarding the grievance raised by Mr. Mohammad Mahtab.
We have spoken to his sponsor, who informed that Mr. Mahtab willingly signed the employment contract and traveled to Oman to work with the firm. It was also conveyed that Mr. Mahtab agreed to the deduction of visa expenses on a monthly basis. Furthermore, the sponsor has confirmed that salary, food, and accommodation are being provided by the employer.
In view of the above, he has been advised to approach the Ministry of Labour to formally register his complaint.

Embassy has received an email reply by Mr. Mukesh Gurjar on 02.06.2025 stating that

" The cause of death is not covered under the workmen compensation policy. Further, the full and final employment settlement is currently being processed by our finance department, and we are waiting for the legal heir certificate/POA. Once we receive it, the settlement amount will be transferred directly to the legal heir's account.

Kindly advise whether this process should be routed through the embassy or if we may proceed with the direct transfer to his legal heir's account. We will share all relevant documents once the transaction is done".

The amount will be disbursed among the legal heirs of Late Mr. Jai Singh Chauhan through the concerned District Authorities in India. 
The Embassy has updated Mr. Rambilash Chauhan, a relative of the late Mr. Jai Singh Chauhan, with the information received from M/s Al Tasnim Enterprises via WhatsApp 
He is having original passport hence advised him to book ticket and travel back to India on ongoing Amnesty/Grace period. 
As per the request from the family, the NOC, SOP and death certificate is shared to them by whatsapp on 02/06/2025 
Embassy has already taken up the matter with Mr. Mohammed Rashad Al Hinai, M/s Family Entertainment Center LLC via email (mohammed@binomeir.om) on 03.06.2025 with regard to settlement of final settlement in respect of Late Mr. Irwin Felix Charles Pereira and requesting to look into the matter and forward the details to the Embassy at the earliest. 
The Embassy established contact with the sponsor, Mr. Mahmud, on contact number 95495900. He informed that Mr. Indresh Kumar arrived in Oman approximately 10 days ago and left the company without informing them. Mr. Indresh’s resident card has not yet been issued, and his medical examination is still pending.

The sponsor has stated that if Mr. Indresh wishes to return to India, he must bear the visa expenses incurred by the company.

Mr. Indresh has been advised to submit a formal resignation letter to the company in accordance with Omani Labour Law. If the company fails to take any action within 7 days, he may proceed to register a complaint with the Ministry of Labour.

For any further assistance, Mr. Indresh has been provided with the Embassy’s helpline number.

Upon further inquiry, it was found that Mr. Indresh was recruited through the eMigrate portal. Accordingly, the Embassy has sent an email to the Protector of Emigrants (POE), Delhi, to report the case and seek necessary support. 
Established contact with Operational coordinator Mr.Sravan PN, explained him the procedure to follow up with hospital and airlines to airlift the patient to India. 
The Embassy has established contact with the company's manager, who informed us that Mr. Sekh Akram has not been attending work regularly. The company is in the process of filing an absconding report against him. Once the absconding notice is officially issued, the Embassy will take up the matter with the Ministry of Labor to initiate steps for his repatriation. 
Embassy had replied to query received from Sruthy S Nath via email(sruthysnath50@gmail.com) regarding the issuance of duplicate death certificate of her grandfather Mr. Mr. Puthyparampil Raghavan Nair Raju, who passed away in Muscat on 27th March 1999.

Sruthy S Nath has been advised to provide letter from the wife of the deceased along with her valid Identification proof (ID copy) and if any additional supporting documents can be provided upon request for the issuance of duplicate death certificate.
 
The Embassy established contact with manager of the company Mr. Shivprakash (99657016) who informed that Mr. Prakash tried to cross Dubai boarder illegally, caught by the police and returned back to company. He is creating so much problems since he joined. Manager informed that he was agreed before to the employment contract provided. Company is providing medical facility and salary on time. As Mr. Prakash is completed only 1 year of his contract, company is not ready to repatriate him. Advice Mr. Prakash to register a case in Ministry of Labour, Sohar and provided Embassy empanalled Lawyers contact details for assistance.  
The Embassy official has contacted Mr. Sattachit Pandab via WhatsApp at +968 7981 9307, requesting the local contact details of his employer in order to initiate action regarding the subject issue. The details are still awaited. 
Ms. Shindo had registered with us on 11.08.2024. She is on employment visa and found to be absconder. We have registered her details on ongoing Amnesty/grace period for her departure. We have received her EC on 02.06.2025 and her departure on Grace period has also been approved by local government. We advised her to come to Embassy and collect her documents for her departure. Ms. Shindo will be traveling shortly. 
The Embassy has established contact with the company's manager, who informed us that Mr. Sekh Akram has not been attending work regularly. Immigration contacted to ascertain her visa status. They promised to check and respond. Did not call yet. 
Embassy tried establishing contact with the Oman agent on the contact number provided in the query however, the number is not reachable. A whatsApp message has been sent to Ms.Soniya Yesuraja requesting to provide her local contact number, contact number of her employer to take up the matter for her repatriation. She was also advised to contact Embassy on toll free number or approach Embassy on working days (Sunday-Thursday) during working hours 07:00AM to 03:30PM. 
An email response has been sent regarding the matter. The Embassy made efforts to establish contact with Mr. Sundaramoorthi Parasuraman’s previous employer; however, no response has been received.

As the issue pertains to pending dues with his ex-employer, Mr. Sundaramoorthi Parasuraman has been advised to register his grievance with the Ministry of Labour for further assistance.

A declaration for obtaining the new passport in lieu of lost/ damaged passport as per Annexure F

Note:

If the passport has expired for more than three years, Prior approval is required from Consular Officer.

All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqm Ibri and Dibba.
This is also applicable for minors and new born babies.

Laxmangarh PS has intimated that PV is adverse as individual has not submitted documents.  
Ms. Venkata Lakshmi Patagolusu approached Embassy with her original passport. As reported by her and after checking the documents it is learnt that she is on visit visa.

In order to facilitate her repatriation to India, Embassy officials advised her to book ticket and travel back to India without any clearance from local authorities, as Amnesty Grace period is going on.

2. As per the practice followed by the jail/police authorities, they approach to Embassy along with relevant documents of the detainee/Indian national. Subsequently, Embassy issues the travel document to the Indian national.

3. Accordingly, the Embassy officials adviced Mr. Moideen to request to the jail authorities to send the required documents to the Embassy in order to issue travel documents, at the earliest. 
Ms. Shyamala Kanakamma is on employment visa, approached Embassy with her original passport with expiry date 08.04.2024 and ID card expired on 07.06.2023.

In order to facilitate her repatriation to India, Embassy officials registered her case through Amnesty portal as amnesty grace period is going on with the REF No: 20250529046, dated 04.06.2025 however, approval is awaited from the local authorities. Once we receive the approval the same will be communicated to her. Meanwhile, the process for issuing EC has been started.  
visa status checked and it is confirmed she is on visit visa, visa expired. As Ms. Kumari Kurma is not having her passport EC application is filled and under process. She will be repatriated shortly.  
04/06/2025 at 10:08 AM, the Embassy informed him that since the sponsor has already incurred visa expenses, an amount of 340/- rials was collected from him for repatriation. The complaint has been registered with the Ministry of Labour. He may track the status of his complaint using the reference number REF2506040017 at the Ibra Ministry of Labour office, for hearing date. Additionally, the Embassy provided a helpline number for further assistance.

The Embassy established contact with manager of the company Mr. Shivprakash (99657016) who informed that Mr. Prakash tried to cross Dubai boarder illegally, caught by the police and returned back to company. He is creating so much problems since he joined. Manager informed that he was agreed before to the employment contract provided. Company is providing medical facility and salary on time. Mr. Fasil Nazir came to Oman on Visit Visa which has been expired. He applied Emergency Certificate as his passport is lost. Once the EC is ready he can travel to India.

As per current Amnesty 2025: Oman implemented an amnesty program for migrant workers, granting them a chance to rectify their residency status or transfer to new employers without paying fines for expired visas or overstaying.

Eligibility: The amnesty primarily targeted foreign nationals with expired visas or those who had overstayed their permits.
Waiver: The program waived fines associated with expired visas or overstaying.

In reference to your trailing mail, and as per the verbal conversation we had in regards with the detainment of Mr. Sathish Kumar Murugan, the passport details which was shared to us was incorrect, However we were able to track out the passport details.

2. In addition, The Embassy spoke to Mr. Pivis regarding the payment of 8 Lakhs demanded by him for the release of Mr. Sathish Kumar wherein he informed that Mr. Sathish has given him a call from Sumail Central Prison a week prior and he stated that payment of 3000 OMR needs to be remitted in order for his release.

3. Mr. Pivis further informed that he has appointed a lawyer named Mr. Ahlam, contact number : +968-99791118 for whom the payment in terms with the fees was given.

3. However, as per the case details pertaining to Mr. Sathish Kumar is stating, his original sentence was for 6 months with a fine of 600 OMR.

4. As informed, the Embassy would be visit Sumail Central Prison on 17th of this month. At that time, we will speak with Mr. Sathish and we would speak with the Jail Authorities citing the grievance you have reported and would be revert back to you with his statement.
