What are the contractual obligations of the CPV services OSP (Outsource Service Provider) SGIVS in Oman? |

All Applicants of Consular, Passport or Visa Services may kindly note the following: 1. SGIVS is the sole authorized Service Provider for Indian Consular, Passport and Visa Services in Oman. No other Agency or entity is authorised to accept applications on behalf of the Embassy of India, Muscat. 2. SGIVS is contractually obligated to adhere to the following conditions: a) SGIVS must accept every application submitted at any of its 11 Application Centres in Oman and must not turn applicants away. b) Applicants with prior appointments shall be given priority at their scheduled time. Walk-in applicants without appointments must be accommodated as and when there are no pending appointment-based applications. c) Applicants are NOT required to bring photographs while submitting passport applications, as it’s the contractual obligation of SGIVS to capture the photographs of the applicants inside the SGIVS centre without charging any additional fee beyond the standard OMR 6 per application. d) Any gap in an application (such as inability to fill out forms, or missing document copies) must be bridged by SGIVS without charging any additional fee beyond the standard OMR 6 per application. e) SGIVS shall not merely direct applicants to its website if they are unable to fill and complete the application themselves; SGIVS staff are required to assist in completing the application form at no extra cost. f) Application-filling Service is included in the all-inclusive OMR 6 service fee collected per application. g) If SGIVS is uncertain about any service or case, it must obtain written clarification from the Embassy and share the response with the applicant. h) Applicants must not be routinely redirected to the Embassy without proper written justification/paper backing. i) The return of processed documents (such as passports, certificates, etc.) by courier is SGIVS’s contractual responsibility and must be provided without any additional charge. j) Applicants who wish to collect their processed documents (such as passports, certificates, etc.) in person must submit a signed written request at the time of application. In the absence of such a request, the default mode shall be dispatch by courier.
3. SGIVS shall collect only OMR 6 per application as its service fee. No additional SGIVS fees—whether through third-party entities, premium lounge services, or any other format—are permissible. 4. All payments must be made only through official channels and against a proper receipt. These include: i. Consular/Passport/Visa fees as prescribed by the Government of India (through the Embassy of India in Muscat) ii. ICWF (Indian Community Welfare Fund) charges; and iii. SGIVS service fee of OMR 6 per application
5. No cash payment shall be made without issuance of an SGIVS system-generated receipt. 6. All applicants arriving at the SGIVS centre must get an adequate parking space. 7. Any complaints regarding violations of the above contractual obligations by SGIVS may be reported to the competent authority through email at cons.muscat@mea.gov.in. 8. To enable the Embassy to take appropriate action on a complaint, complete particulars such as relevant papers, documents, names, video or audio recordings, WhatsApp chats, emails, receipts, or any other supporting material may be furnished. 9. Complainants may, if they so prefer, request that their identity and personal details be kept confidential, and the Embassy will honour such requests. When I try to RSVP for Embassy events, Embassy portal seeks login and password. I do not have these. How can I get them? |
You can sign-up, using the link at the URL, and self-create your login credentials and use. Please make sure to use your valid WhatsApp number or email as your login ID. It takes less than 10 seconds to sign-up with just three fields. Once you sign-up and have your login credentials, you can navigate through many of the links the website with access level 1 (those needing higher access level, ie, more than 1, are only for internal Embassy use). |

Can I come to the embassy? |
Yes. Our walk-in visiting / consular / community welfare hours are from 0700-1530 Hrs. We encourage, all, however, to first write to us at the form at URL form to understand the issue beforehand and respond, hopefully avoiding your unnecessary travel. |

My employer/ sponsor / agent has withheld my passport and refuses to return it to me. Can I get duplicate passport / EC (Emergency Certificate) to enable me return to India? |
Embassy of India can issue suitable travel document (duplicate passport or emergency certificate) to Indian nationals with confirmed credentials. However the following may be kept in mind:
It has been noticed that the blue collared workers, when they come to work her find their passports withheld by their employer. In any case, having a travel document and air ticket, though necessary, bur are sufficient: under Omani system, the employer/ sponsor has to also issue an NOC (no-objection certificate). This NOC is sought by the Omani Immigration at the time of departure essentially to ensure that none leaves with payable dues / loans or any offence in Oman. If the worker / employee leaves in discordance, and mid way through the typical two year contract, employer may invoke losses that they incur in getting the worker to Oman and seek this compensation from the worker before they issue the NOC. If the amicable separation of the Employer and Employee evades, the case can be filed with the Omani Ministry of Labor for its decision. Hearing of the case at Ministry of Labour can be either in Muscat or in the regional offices depending upon where the Sponsor / Employer lives. If Ministry of Labour ruling is challenged, the issue goes to formal courts.

Can i get Adhar card service in Our Embassy? |
Regrettably, no. The process for enrolling in Aadhaar requires in-person biometric verification at an authorized Aadhaar Enrolment Centre within India. It is best to assess your trade partner, avoid such risky payment terms and instead rely on reliable banking instruments. Litigation arising from trade disputes are costly to be pursued. |
