We understand that there is a consultant (Edgar Dunn & Company - EDC involved who is driving the discussions on card stack and we will be happy to support them on this ask enabling sovereignty. 
Cross border QR based acceptance, which is to enable Indian tourists in Oman to make seamless payments using their preferred UPI Apps. CBO and NPCI teams should filalize ASAP the integration framework of UPI and MPCSS, prioritizing cross-border P2P (peer-to-peer( payments from Oman to India and enabling acceptance of Oman QR codes in India. The two parties agreed to complete this linkage during 2024. CBO to consider the key factors that contributed to the successful adoption of UPI QR code-based payments in India, which should be included in the current upgrade of Oman MPCSS platform and ecosystem.

DCM said that both side may conclude “millet cooperation” as EPC in stead of an MOU. In this regard, she also handed over the NV which has been shared with MoFA. She also stressed on signing the MOU at the earliest and finalise the details of the pilot project before the PM visit.  
DCM, during the meeting, highlighted that the Indian side has concurred to amended draft shared by Omani side and final text thereafter been shared with the Omani side for their concurrence. DCM also said that she would write to Delhi for taking cabinet approval subject to concurrence from Omani side.

The agreement between the Government of Republic of India and Sultanate of Oman was signed on December 15, 2023 is pending with Omani side. On September 08, 2024, MOFA suggested some amendments in the text of agreement. On receipt from MEA, Mission forwarded the acceptance to MOFA on February 20, 2025. Last reminder NV sent to MOFA on June 18, 2025, response awaited.

They are currently detained at the Detention Department under the Muscat Governorate Police Command.
