Shri Sanjeev Sanyal, Member of Economic Advisory Council to the Prime Minister, constituted a Working Group for finalising modalities for the voyage of INSV Kaundinya to Muscat. As Expedition Leader, he chaired the first meeting of the Working Group, through online mode, on 30.06.2025 (1430 IST) to discuss the role of various stakeholders and the way forward. The DVC was attended by the following:

During DVC, Ambassador informed the gathering that in light of the upcoming visit, it would be a good idea to align the arrival of the ship with the visit, considering this being the 70th year of diplomatic relations, and the stitched ship represents the millenia-old maritime linkages between the two countries. Shri Sanyal informed that keeping in view the current and wind trends, the ship can commence its voyage around 7-8 December at the earliest. It will take about 15-20 days to reach Muscat. It, therefore, appears that the ship's arrival cannot be aligned with the visit.  
On 01 July 2025, Mission has sent a NV to MoFA informing them about the upcoming maiden visit of INSV Kaundinya to Muscat in December 2025.  
Consequent upon meeting with Capt. Saleh Al Jabri, Mission has sent a NV to MoFa on 14.07.2025 requesting them to authorize Capt. Jabri to support/assist the Indian side in finalising the modalities particularly the technical side for upcoming voyage of INSV Kaundinya. 
Second DVC on voyage of INSV Kaundinya held on 16.07.2025, the discussions centered around the eventual docking of the stitched ship in Karwar or Goa after its maiden voyage to Muscat. Amb vide his email msg dated 17.07.2025 advised Shri Sanyal that NMHC will be the most fit place for keeping the INSV Kaundinya for posterity in view of its linkage to maritime history and suggested to loop in MoPSW. 
Shri Sanyal, vide his email dated 21.07.2025 informed that INSV Kaundinya will eventually be displayed at Maritime Museum being built in Lothal after it is retired.Further, he mentioned that after the maiden voyage to Oman, the ship is intended to be used for other voyages. For instance in end 2026, sail to Bali, Indonesia. For now, therefore, the naval facility at Karwar is being used for the purpose of storage and maintenance.
 
Omani side is still working on the proposal. 
We shall be grateful, if updated status in respect of MoU on ICCR chair on Indian Studies in Sultan Qaboos University (SQU) may kindly be shared with us by return mail.  
MoHERI has shared the list of Indian universities which they are targeting for the India-Oman Knowledge Forum. Attache(ETC) has asked Ms. Mawia in MoHERI to share the list of Omani universities also so that a DVC can convened before physical event. The list of Omani universities/institutions from MoHERI is awaited. 
No action has been taken for implementation of the MoU after its signing in 2023.

Mission proposes:
a) A focal point could be designated from Meity to be communicated to Omani side.
b) An implementation committee is also constituted, preferably headed at the Secretary level.
c) A virtual meeting is held with the Omani counterparts to ensure early implementation of the MoU. 
JWG on Tourism Cooperation has not been consituted yet. The dates for JWG are awaited from Omani side. Meanwhile, Mission has broached the idea of conducting the JWG through DVC with Omani side. Also, we have prepared a draft Agenda for JWG on Tourism Cooperation which has informally been discussed with Omani side. Indian side is requested is constitute JWG and advise two sets of convenient dates in third or fourth week of August for JWG on Tourism Cooperation between India and Oman through online mode. 
To prepare sharp agenda for VVIP visit to Oman in Mid Dec 2025, would request for the following:
-constitution of the Indian side for the Joint Working Group on Tourism Cooperation
-sharing some slots in 2nd half of August 2025 and as convenient to our side, for convening virtual JWG meet, to enable us ascertain convenience of the Omani side
-instruct pro-active participation in the track 1.5 virtual session on tourism on 12 August 2025 at 3:30 PM Oman time; details of this DVC at URL 
The applicant has been repatriated on 02.08.2025 as confirmed by the applicant herself. 
During the meeting, Ambassador discussed this. He said that it is pending with the APEDA because of inclusion of date of export to India from Oman in the draft MoU shared by Omani side.  
Ambassador had exchange of whatsapp messages with Shri Abhishek Dev, IAS, Chairman, APEDA on 9.7.2025. The Chairman said that "export of dates to India form Oman" was added in the text of MOU which was not there earlier. APEDA being export promotion body, it is not appropriate for them to agree on import matters. Therefore, it has been sent to DOC for their decision/comments.

Ambassador, during the meeting with Agriculture Minister on 9.7.2025, discussed (i) MOU on Cooperation in Agricultural Research and Technology Transfer/ICAR; and (ii) EPC for millets. Regarding MOU with ICAR, Ambassador said that that the two sides have signed an MOU in 1997 which has no mention of IPR, confidentiality, etc. Therefore, GOI wants to sign a fresh upgraded MOU and proposed draft of it has been shared with the Omani side for their comments. He stressed on getting comments from Omani side early. Regarding millets, he said that the Embassy has shared "draft text of EPC for cultivation of millets" with the Omani side. He said that both side need to identify some pilot projects before the VVIP visit.  
During Ambassador's meeting with Agriculture Minister on 9.7.2025, he discussed MOU in the field of Agriculture and Allied Sectors. Ambassador requested to expedite the comments from Omani side. Upon receiving comments from Omani side, the Indian side would start process for cabinet approval.
